Prompt Library Design: Templates, Variables and Governance for Reuse

As soon as an organisation ships more than one LLM use case, prompts start to multiply. Teams copy snippets, change tone, add exceptions, and soon nobody knows which prompt is authoritative. A prompt library is the foundation for reuse and change control.

Design prompts as templates, not paragraphs

Reusable prompts are usually structured bundles rather than single strings. A template approach separates:

  • Policy. What must be refused, disclosed or constrained.
  • Task instruction. What to do for this intent.
  • Style. Tone, sections, formatting rules.
  • Examples. A small set of high-value demonstrations.

Use safe variables and clear parameter contracts

Templates need variables: user name, tenant name, product tier, allowed tools, etc. Treat variables like an API:

  • Define a schema for template inputs (types, enums, required fields).
  • Avoid passing raw untrusted content into privileged instruction fields.
  • Apply escaping rules and safe formatting defaults.

Version prompts and treat changes as production changes

Prompt libraries work best with a registry and release discipline:

  • Immutable prompt versions and readable diffs.
  • Owners per prompt and per shared policy module.
  • Evaluation gates before rollout.

Attach evaluation artefacts to prompts

To reduce regressions, prompts should ship with evaluation artefacts:

  • Golden prompts for key intents.
  • Rubric definitions for human scoring.
  • Safety fixtures for refusal and injection cases.

Align prompt changes with change management

Prompt libraries become operational when they are integrated with change management:

  • Release notes and impact assessment for significant changes.

A prompt library is not about central control for its own sake. It is about making the most change-sensitive part of an LLM system visible, versioned, testable and safe to evolve.
